I think they made these kinds of laws because white people didn't want to do the dirty jobs at the mental hospital, like changing pee pee pans, or changing the patients clothes, especially when they were black. and most  
white people did't want to take care of black people, if they did they did it poorly. its because most people thought they would get "infected" from touching the black people
